Community Hosts are intended to be local businesses and organizations that display approved Franklin Helps signage or QR materials. Hosting is separate from financial sponsorship.
- No fee is required to be a Community Host.
- Each approved location can use its own attribution code.
- Host participation does not provide access to donor or resident lists.
- QR materials can be paused, replaced or retired cleanly.
- A business is not shown as participating until participation is actually accepted.
Host and Sponsor are deliberately separate.

Participation accepted
The business or organization must actually accept Host participation. A prospect record or public email does not count.
Location and sign verified
The participating Franklin location, approved sign version and intended placement must match the activation record.
QR state verified
The location-specific QR token must be active, auditable and able to fail closed if paused, revoked or replaced.
Current state: there are zero live Community Hosts, so this activation workflow is a non-live product contract only.
QR operations after activation
Preflight the physical sign
Before a code is used, confirm the Franklin location, approved print profile and QR state match the intended sign.
Rotate without losing control
If a code must change, the old and new token should be linked by an auditable rotation receipt rather than silently replaced.
Revoke fast
A lost, damaged or withdrawn sign needs a fail-closed revocation path so scanning cannot continue to an unintended destination.
Current state: these controls are test fixtures only; zero Host QR codes are live.
Activation is checklist-driven, not scan-driven
Prerequisites first
A QR scan alone never proves Host acceptance. Participation, location, signage version and QR state must all be verified before activation can be reviewed.
Asset preflight
Packaged sign dimensions and QR image properties are checked before a sign is considered print-ready. Scanner decoding must still be tested in an appropriate runtime before any live deployment claim.
Least-privilege operations
Resource review and QR operations are separated in the operator model so routine work does not grant payment, outreach or beneficiary authority.
QR changes keep an evidence trail
Future activation, rotation, pause and revocation states are designed to carry duplicate-safe evidence receipts. A receipt documents a reviewed state change; it does not replace the participation, location, sign and QR prerequisites required before activation.
A small piece of space can become a useful local access point.
Community Hosts can help more neighbors notice where to find source-checked local information, while giving Franklin businesses a visible community role that does not depend on buying sponsorship.
