Sensitive beneficiary eligibility, charitable-class, disbursement, safeguarding, fraud, conflict and fiduciary decisions require documented human oversight.

It does not claim Franklin Helps is already tax exempt.
Tax-deductibility is not represented as active or available.
It does not show researched organizations as partners or Sponsors unless confirmed.
It does not show goals or projections as real impact.
It does not sell or expose private donor or beneficiary information.

Freshness, permission and auditability by design

Stale evidence fails closed

Resource cards carry checked and recheck dates. Overdue evidence is withheld instead of being presented as current, and dynamic availability is never inferred from an old directory record.

Permission is action-specific

Anonymous browsing and browser-local saves do not create a Franklin Helps seeker profile. Any future private handoff requires a separate, purpose-limited permission that can expire or be revoked.

Audit exports are redacted

Operational lifecycle receipts can be projected into a digest-chained audit view without copying private references, event metadata or payment credentials. An audit receipt documents evidence; it does not grant authority.

Website publication is separate from financial activation

Franklin Helps can publish an informational Franklin pilot while donations, Sponsor payments, live outreach, live referrals and other gated actions remain closed. The release includes deployment checks, security-header configuration, search-indexing files, health endpoints and rollback guidance so publication does not require weakening those gates.
